History
Higashikata Village was established on April 1, 1908. It became the town of Koniya on April 1, 1936. As with all of the Amami Islands, the village came under the administration of the United States from July 1, 1946 to December 25, 1953. On September 1, 1956 Koniya merged with three neighboring villages to form the town of Setouchi.

Economy
The town economy is primarily based on agriculture, with sugar cane and citrus horticulture as the main crops. Industries include shochu refining and commercial fishing.
History
Some of the islands have been inhabited since at least the Jōmon period. During historic times, mentioned is made of the islands in the Shoku Nihongi and the Heike Monogatari, and local legend states that at least some of the islands were a refuge for the defeated Heike clan following the Genpei War. During the Edo period, the islands came under the control of the Shimazu clan of Satsuma Domain.

After the Meiji Restoration, these islands were allotted to Kawanabe District of Satsuma Province, and then transferred to Ōshima District of Ōsumi Province in 1897. In 1908, the islands were grouped together with the Tokara Islands into Jitto Village, of which seven were inhabited. At that time, the ten islands included Iōjima, Kuroshima, Takeshima, Kuchinoshima, Nakanoshima, Tairajima, Suwanosejima, Akusekijima, Kodakarajima and Takarajima.

After World War II, from 2 February 1946 all of the Japanese islands south of 30th latitude, including the Tokara Islands, were placed under United States military administration as part of the Provisional Government of Northern Ryukyu Islands. However, the three northern inhabited islands in the archipelago, known as the Kamimishima: Iōjima, Kuroshima and Takeshima, remained under the control of Japan, and were placed under the administration of the village of Mishima. The remaining Tokara Islands reverted to Japan on 10 February 1952 and are now administered as the village of Toshima. In 1973, the two villages were transferred to Kagoshima District.

Geography
Chibu is located on Chiburijima, the smallest of the Dōzen group of islands, and includes 18 smaller uninhabited islands located nearby waters.
The Dōzen islands were formed from a single ancient volcanic island. The caldera of the volcano collapsed, leaving three main islands in a ring formation.

Climate
Located on an island located in the Sea of Japan, Chibu is within the Sea of Japan climate zone. Summer temperatures, though usually mild, are exacerbated by high humidity. Winter temperatures are also generally mild, though exacerbated by strong wind. The surrounding ocean has a warming effect, making winters milder than the mainland. Consequently, there is very little snow in Chibu, and what snow does fall usually melts quickly.

The nearest weather station is located in Ama on the nearby island of Nakanoshima. Chibu's average annual high and low temperatures are 17.6 °C (64 °F) and 10.5 °C (51 °F), with yearly mean of 14.4 °C (58 °F). The record high and low temperatures are 34.9 °C (95 °F) and -2.9 °C (27 °F) respectively. The average yearly humidity is 76%. Chibu receives an average of 1,662 mm (65.43 in) of precipitation a year.

History
Chibujima was composed of 7 hamlets: Kōri, Nibu, Ōe, Tataku, Usuge, Kurii, and Urumi, which were united to form Chibu Village in 1909. The village is served by a sea port located in Kurii which provides ship transportation among the three islands of the Dozen group, to Okinoshima, and to the mainland. There is also a heliport for medical emergencies.
Festivals and events
;Amasashi hiko no mikoto jinja reisai
:is a festival held bi-annually, usually at the end of July. This festival is common throughout Japan, and the main event is carrying a mikoshi through the town. The home temple for this is Chibu's Ikū Shrine. Another common event during this festival is kodomo kabuki, or children's kabuki. Chibu's tradition has it that there was once a serious sickness on Chibu, and, after it passed, dances and kabuki were performed by children in celebration.

;Bunkasai and Undō no hi
:are common events throughout Japan usually held in November and October, respectively. In many other places, towns and schools may hold their own separate events. However, in Chibu the village and school combine because of the small population.

;Jyamaki
:is an event that, like Odaishi-san mawari, was more common in the past, but is less common now. A rope (or “snake”) is braided from dried rice-straw, and wrapped around a tree. This for good luck in the year's harvest, and usually is done in the fall.

;Minna ichi taiko
:is a small traditional festival not unique to Chibu held in October for good luck in the harvest and safety for marine vessels. Drums are played and a dance is performed to send luck to the town.

;Nodaikon matsuri
:is a festival held in April for a beef-cattle show and to kick off the tourist season. Typical events in the festival are a cow show, karaoke contest, performances by elementary and kindergarten children, local folk songs called min'yō, and occasionally hired music talent. Festival food is also sold such as Oki beef, oysters, and yakisoba .

;Odaishi-san mawari
:is a festival that was celebrated commonly across Japan in the past, but is recently becoming rarer. In the past, a famous monk named Kōbō-Daishi traveled throughout Japan and founded many temples. The festival started as a way for people to "copy" him by visiting various small temples in their town. Usually food is available at each location for visitors. The food is made by married women who often start preparing the food early in the morning. In Chibu, this festival is usually held in April.
* In April 1982 a basking shark washed up on Chibu, and was identified by a professor of zoology from Kyoto University. It was 6.8m long and 1.7m wide, with a "neck-like thing" 1.5m long. == History ==
The area of Kumiyama was part of ancient Yamashiro Province. During the Edo Period, the area was part of the direct holdings of the Tokugawa shogunate. The villages of Sayama and Mimaki were established on April 1, 1889 with the creation of the modern municipalities system. The two villages merged on October 1, 1954 to form the town of Kumiyama.

Government
Kumiyama has a mayor-council form of government with a directly elected mayor and a unicameral village council of 14 members. Kumiyama, collectively with the city of Uji, contributes five members to the Kyoto Prefectural Assembly. In terms of national politics, the village is part of the Kyoto 6th district of the lower house of the Diet of Japan.

Economy
Kumiyama has a mixed economy. The northern half of the town area is a large rice-growing area called Ogura Pond Reclaimed Fields. To the west of Japan National Route 1, suburban agriculture is thriving. The daikon radish in particular is a regional brand called "Yodo daikon". Because Japan National Route 1 runs through the town, it is possible to quickly ship products to consumption areas. The Kumiyama Industrial Park is located in the area adjacent to the south of Ogura Pond Reclaimed Fields, and there are many establishments mainly involved in metal processing, plastic processing, and food manufacturing. This was the site of the former Kyoto Airfield, which was constructed during World War II, which was converted into an industrial park after the war.

Education
Kumiyama has three public elementary schools and one public junior high school operated by town government, and one public high school operated by the Kyoto Prefectural Board of Education.

Transportation
Railways
Although the Keihan Electric Railway Keihan Main Line passes through the western edge of the town, Kumiyama has no passenger rail service. However, in areas north of the Uji River, Yodo Station is within walking distance. In the southeast, Ōkubo Station and Iseda Station on the Kintetsu Railway's Kyoto Line in the city of Uji
