The area of present-day Kitashiobara was part of ancient [[Mutsu Province]], and formed part of the holdings of [[Aizu Domain]] during the [[Edo period]]. After the [[Meiji Restoration]], it was organized as part of [[Yama District, Fukushima|Yama District]], Fukushima Prefecture. The villages of Kitayama, Ōshio and Hibara. were created with the establishment of the modern municipalities system on April 1, 1884. The three villages merged to form the village of Kitashiobara village was created on March 31, 1954.

The economy of Kitashiobara is dependent on agriculture, seasonal tourism, and the mining of salt.

The area of present-day Nakajima was part of ancient [[Mutsu Province]]. The area was mostly ''[[tenryō]]'' territory under the direct control of the [[Tokugawa shogunate]] during the [[Edo period]], except for a portion which was an exclave of [[Takada Domain]] of [[Echigo Province]]. After the [[Meiji Restoration]], it was organized as part of [[Nishishirakawa District, Fukushima|Nishishirakawa District]] in the [[Nakadōri]] region of [[Iwaki Province (1868)|Iwaki Province]]. The villages of Nametsu and Yoshikogawa. were established with the creation of the modern municipalities system on April 1, 1889. Nakajima Village was formed on January 1, 1955 through the merger of the two villages.

The area around Nishimeya was controlled by the [[Tsugaru clan]] of [[Hirosaki Domain]] during the [[Edo period]]. It became a village in Nakatsugaru District on April 1, 1898, with the establishment of the modern municipalities system after the start of the [[Meiji period]].
