The '''Humanitarian Service Medal''' ('''HSM''') is a [[Awards and decorations of the United States military|military service medal]] of the [[United States Armed Forces]] which was created on January 19, 1977 by [[Gerald Ford|President Gerald Ford]] under {{ExecutiveOrder|11965}}. ==Creation==
[[Julia V. Taft]], the director of the Interagency Task Force (IATF) for Indochinese resettlement proposed the establishment of a Humanitarian Service Medal for U.S. military personnel and submitted the request to President [[Gerald R. Ford]] on November 10, 1975. The medal was to be awarded to those personnel that participated in the evacuation of Vietnamese and Cambodian refugees after the [[Vietnam War]]. The proposal was met with dissent by Army Lieutenant General [[Harold G. Moore]], who was concerned that the military was over-decorating its personnel with awards of participation rather than those of extraordinary achievement. He proposed a certificate of achievement as a more appropriate recognition. Army Lieutenant General [[John W. Vessey]] supported the creation of the medal as a precedent to recognize military participation in major humanitarian actions. ==Criteria==
This medal is presented as an individual service medal. The activities in which the Humanitarian Service Medal may be authorized are designated by the [[United States Department of Defense]]. Such activities include natural disaster relief, evacuation of non-combatants from a hostile area, or humanitarian support to refugees. This medal may not be awarded for services rendered in domestic disturbances involving law enforcement, riots, or protection of property. The Humanitarian Service Medal is retroactive to April 2, 1975.

==Appearance==
Centered on the [[obverse and reverse|obverse]] of the medal within a circle, is a right hand pointing diagonally upward with open palm, (to symbolize a giving or helping hand). At the top of the reverse of the medal is the inscription, ''For Humanitarian Service'' in three lines. Below this is an oak branch, with three leaves and three acorns, and below this, around the outside edge of the medal, is the inscription, ''United States Armed Forces''.<ref name=tioh/>

Subsequent awards of the Humanitarian Service Medal are denoted by wearing a bronze [[service star]] on the HSM suspension and [[service ribbon]]. A silver service star is worn in lieu of five bronze service stars.

==Military career==
Peay was commissioned as a [[Second Lieutenant#United States|second lieutenant]] of [[Field Artillery]] in 1962. His initial troop assignments were in Germany and [[Fort Carson, Colorado]]. From December 1964 to September 1966, he served as aide-de-camp to the Commanding General, [[5th Infantry Division (United States)|5th Infantry Division]]. He went on to serve in other assignments, including two tours in the [[South Vietnam|Republic of Vietnam]]. In his first tour, from May 1967 to July 1968, he commanded both Headquarters Company, [[I Field Force, Vietnam]], and a firing battery (Battery B, 4th Battalion, [[42nd Field Artillery Regiment]]) with the [[4th Infantry Division (United States)|4th Infantry Division]] in the [[Central Highlands (Vietnam)|Central Highlands]]. During his second tour from August 1971 to June 1972, he served as the assistant operations officer for the 3d Brigade, [[1st Cavalry Division (United States)|1st Cavalry Division]], and as operations officer for the same division's 1st Battalion, [[21st Artillery Regiment (United States)|21st Artillery Regiment]].

After serving with the [[Army Military Personnel Center]] in Washington, D.C., as a Field Artillery branch assignments officer, Peay was sent to Hawaii in 1975 to command the 2d Battalion, [[11th Field Artillery Regiment]], [[25th Infantry Division (United States)|25th Infantry Division]]. On 3 August 1989, Peay returned to Fort Campbell to assume command of the 101st Airborne Division and led the division through Operations [[Operation Desert Shield (Gulf War)|Desert Shield]] and [[Desert Storm]] in the Persian Gulf. Promoted to the rank of [[Lieutenant general (United States)|lieutenant general]], he was the army's Deputy Chief of Staff for Operations and Plans, and Senior Army Member, United States Military Committee from June 1991 until March 1993. He was promoted to [[General (United States)|general]] on March 26, 1993, and appointed as the twenty-fourth [[Vice Chief of Staff of the United States Army]]. His last active duty position was as Commanding General, [[United States Central Command]], at [[MacDill Air Force Base]], Florida, from 5 August 1994 until 13 August 1997.

==Career after retirement==
After retirement from the Army, Peay became a director at [[United Defense|United Defense Industries]] (UDI) in 1997. In 2005 [[BAE Systems]] purchased UDI and appointed Peay to the board of its North American subsidiary, [[BAE Systems Inc.]] He joined Allied Research Corporation in March 2000 as member of its board of directors. In January 2001, he was made chairman, president and CEO. In 2003, the company was renamed Allied Defense Group.

==Virginia Military Institute==
Peay resigned in June 2003 to assume the position of Superintendent of his ''[[alma mater]],'' [[Virginia Military Institute]] (VMI). Peay resigned as Superintendent of VMI on 26 October 2020 after being told that state leaders had lost confidence in his leadership amid claims of ongoing structural racism at VMI. The '''Developmental Special Duty Ribbon''' is the United States Air Force and United States Space Force equivalent of the Drill Instructor Ribbon, along with the recruiter ribbons. Created on 4 September 2014, the Special Duty Ribbon is awarded to any member of the Air Force or Space Force who completes any number of consecutive months of duty as a military training instructor or recruiter attached to Air Education and Training Command (AETC), the United States Air Force Academy, Space Training or Readiness Command, or the Air Force Recruiting Service. It may be awarded retroactively provided a service member was on active duty, or a member of a reserve component, as of December 1998.{{Citation needed|date=May 2009}}

Additional awards of the Special Duty Ribbon are presented for each consecutive three year tour of duty as a military training instructor with such additional awards denoted by oak leaf clusters, and the award had replaced the previous Air Force Military Training Instructor Ribbon.

The Air Force also presents the [[Air Education and Training Command Instructor Badge]] for those military instructors who so qualify. Both the instructor badge and the Special Duty ribbon may be awarded simultaneously for the same tour of service.

==Army and Coast Guard==
The U.S. Army and [[United States Coast Guard]] do not issue a ribbon award for those who are qualified drill instructors. The Army provides the [[Drill Sergeant Identification Badge]] while the Coast Guard provides the Company Commander Insignia.
