==Background==
Webb was born in [[Birmingham]] to Brian and Patricia Webb, and attended the local [[comprehensive school]], [[Q3 Academy Great Barr|Dartmouth High School]], before going on to study [[philosophy, politics and economics]] at [[Hertford College, Oxford]]. He then worked at the [[Institute for Fiscal Studies]] in London, where he specialised in researching into poverty, taxes and benefits. ==Political career==
At the [[1997 United Kingdom general election|1997 general election]], Webb was elected as MP for [[Northavon (UK Parliament constituency)|Northavon]], just north of [[Bristol]], overturning a Conservative majority of over 11,000. He increased a 2,137 majority to 9,877 in the [[2001 United Kingdom general election|2001 election]] and again to 11,033 in the [[2005 United Kingdom general election|2005 election]].

In 2001, Webb was promoted by [[Charles Kennedy]] to lead spokesperson for the [[Liberal Democrats (UK)|Liberal Democrats]] on Work and Pensions, a portfolio he had worked in since 1999. He continued in this position until being appointed as Liberal Democrat Health spokesperson in 2005. At the end of 2006, he started a new role co-ordinating the party's manifesto for the next general election. In the first reshuffle after the leadership election, he was appointed Liberal Democrat Environment, Energy, Food and Rural Affairs spokesman. Given his increasing profile and popularity within the party due to his role as the manifesto chair, he was seen as a probable candidate for the social liberal grouping's vote in the future leadership election. At the [[2010 United Kingdom general election|2010 general election]], the constituency of Northavon was split into two new constituencies. Subsequently, Webb was elected for the new [[Thornbury and Yate]] constituency, which covers most of the ground originally covered by Northavon.

As Pensions Minister in the Coalition government, Webb led major changes to the pensions system. The pensions 'triple-lock' guarantees that the state pension rises each year by the highest of inflation, earnings or 2.5%. One year this resulted in the highest ever cash increase in the state pension, and saw pensioners who were receiving the full state pension £380 a year better off.

In Autumn 2012, auto-enrolment was introduced for large businesses in the UK, being rolled out to smaller businesses over the next four years. Auto-enrolment automatically enrols employees into a contributory pension scheme, unless they opt out. Estimates suggest that 600,000 people were auto-enrolled by the end of 2013,<ref>{{cite web

Born in the town of [[Crickhowell]], Williams studied at [[Christ College, Brecon]], and [[Selwyn College, Cambridge]]. On graduating in Natural Sciences he returned to Breconshire becoming a livestock farmer on the family farm at Llanfilo. During the mid-1980s he was elected Chairman of the Brecon and Radnorshire branch of the [[National Farmers Union (England and Wales)|National Farmers Union]].

==Political career==
Williams joined the [[Labour Party (UK)|Labour Party]] in 1969, but left to join the [[Social Democratic Party (UK)|SDP]] at the formation of the party in 1981, representing it and subsequently the Liberal Democrats on [[Powys County Council]]. In 1990, he was elected Chairman of [[Brecon Beacons National Park]]. At the [[1999 National Assembly for Wales election|1999 Welsh Assembly election]] Williams contested [[Carmarthen West and South Pembrokeshire (Assembly constituency)|Carmarthen West and South Pembrokeshire]] but finished a distant fifth. Perry was an elected member of [[Test Valley]] [[Borough Council]] from 1979 to 1994. He was leader between 1985 and 1994. During this time, Perry contested the seat of [[Swansea West (UK Parliament constituency)|Swansea West]] for the [[Conservative Party (UK)|Conservatives]] in the [[1992 United Kingdom general election|1992 general election]]. He was elected as [[Member of the European Parliament]] for the [[Wight and Hampshire South (European Parliament constituency)|Wight and Hampshire South]] constituency in the [[1994 European Parliament election in the United Kingdom|1994 European Parliament election]] and was re-elected under the new system of [[proportional representation]] in the [[1999 European Parliament election in the United Kingdom|1999 European Parliament election]] to represent the [[South East England (European Parliament constituency)|South East England]] electoral region.

In December 2002, Perry was placed sixth on the Conservative list for the 2004 elections. Four Conservative MEPs were elected in the region so Perry was not.
