Rationale for flopping: Although this image is in the same orientation as its source & displays a seal whose text is in the same orientation, there are three indicators that indicate that the photo is reversed:
The handkerchief pocket is on the wrong side of the suit.
Disney's hair is parted on the right side. All other photos in Category:Walt Disney in 1941, when discernible, show him with his hair parted on the left side.
This Google search, picture of walt disney drawing shows Disney drawing with his right hand, with the exception of this photograph. I could find no reliable source that Disney was left-handed.

This image is in the public domain in Argentina because the copyright of this photograph, registered in Argentina, has expired. According to Law 11.723, Article 34, photographs are protected for 20 years after publication. (Note that Law 25.140 promulgated in 1999 that implements the Paris Act of 1971 explicitly dismisses in Article 9 the minimum protection duration for photographic works required by Berne Convention, Article 7 (4))
Date and source of any publication prior to 20 year old must be indicated so anyone can check it.
