It can be seen on page 2 in the source link that the copyright notice in the comic is not valid because it does not include a copyright statement or symbol which was required.
2204.4(C): 'The term “All Rights Reserved” or the like is not an element of the notice prescribed by U.S. law, and it is not an acceptable variant or substitute for the word “Copyright” or the abbreviation “Copr.”' (or copyright symbol)
