Note from editor (User:Closeapple): This is not an attempt at a full or professional restoration. The goal of this cleanup was only to diminish the most distracting defects in the image. The image was subjected to the Despeckle filter from the Gimp image editor, with "Adaptive" selected and "Black level" set to -1. The background was first done with Radius = 8, White level = 208. The rest of the defects were each selected separately, then despeckled with various settings for "Radius" (usually below 4) and "White level" as appropriate for each defect area. The image was cropped to within the photo border, and the resulting PNG was recompressed using OptiPNG -keep -o5 -- "Jimmy Carter with Yitzhak Rabin (despeckled NARA 173923).png"
