The UNESCO article which is cited seems to no longer exist, and Wikipedia's own article on pseudoscience does not provide this definition, and in fact, lack of specific measurements is the first item listed in the "Use of vague, exaggerated, or untestable claims" subheading under "Indicators of possible pseudoscience." Modern astrology can be and is most accurately described as pseudoscientific.
