It met in the Old Brick Capitol in Washington, D.C. from March 4, 1815, to March 4, 1817, during the seventh and eighth years of James Madison's presidency. The apportionment of seats in the House of Representatives was based on the 1810 United States census. Both chambers had a Democratic-Republican majority. Template:TOClimit

- According to abolitionist Jesse Torrey, "One of the members of the house of representatives (Mr. ADGATE,) related to me, while at Washington, the following fact: — "That during the last session of congress, (1815–16,) as several members were standing in the street, near the new capitol, a drove of manacled coloured people were passing by; and when just opposite one of them elevating his manacles as high as he could reach, commenced singing the favorite national song, 'Hail Columbia! happy land!' &c."<ref>Template:Cite book</ref>
